Michigan

Effective May 7, 2020, construction work is allowed to resume throughout the State, subject to enhanced social-distancing and other safety measures. Michigan previously deemed only certain commercial and residential construction work essential and allowed to continue while the shelter-in-place order issued by Governor Whitmer is in effect.  Specifically, the Governor’s previous Order permitted only construction related to public works and public health infrastructure, or construction necessary to maintain the safety, sanitation, and essential operations of a residence during the emergency.  Most commercial construction and any non-emergency maintenance or improvements to residences were not permitted.  The new Executive Order issued by the Governor rescinds the previous Order, and provides that, effective May 7, 2020, all such projects may resume, as along as workers comply with the enhanced safety measures set forth in Section 11(j) of the Order.  A copy of the most recent Order, including the enhanced safety measures, is included below.  Contractors are strongly encouraged to review the specific safety requirements applicable to the construction industry, which include designating a supervisor or on-site worker to be responsible for COVID-19 related safety monitoring, daily screenings for visitors and visitors entering the jobsite, and face masks for workers who cannot consistently maintain six feet of separation from other workers.
